Texas Advanced Paralegal Seminar (TAPS)

Jon Heining, General Counsel, Texas Legislative Council. Provides legal support to the council for administrative, contractual, and personnel issues.  Director of the council’s client outreach program.  Drafts bills for and provides legal advice to the Texas Legislature.  Former Counsel for public policy with the Office of Lieutenant Governor David Dewhurst.  Licensed attorney for eight years.  B.B.A. summa cum laude Auburn University.  J.D. The University of Texas School of Law.  LL.M. University of New South Wales, Sydney, Australia. Mr. Heining will be presenting An Overview of the Law and Ethics of Blogging.

Benette L. Zivley has been Director of the Inspections & Compliance Division with the Texas State Securities Board since 2003. From 1999 to 2003, he was an Enforcement Attorney for the Enforcement Division with the Texas State Securities Board; in 1998, Mr. Zivley worked as a law clerk with the United States District Court, Southern District of Texas; and from 1990-96, he served as a Child Support Officer with the Office of the Attorney General of Texas. Mr. Zivley graduated with cum laude honors from Texas Southern University in 1999 receiving his Juris Doctor and from Sam Houston State University and 1990 receiving a Bachelor of Science in Criminal Justice.Mr. Zivley is a member of the State Bar of Texas and serves on the NASAA (North American Securities Administrators Association) Broker-Dealer Operations Project Group . Mr. Zivley is the recipient of the 2009 NASAA Distinguished Service Award. Mr. Zivley also serves on the Board of Directors of Faith In Action Caregivers-Pflugerville. Mr. Zivley will be presenting Securities Fraud.
